Pastor, Dr. Bernard Winchester, Jr. Bio.
Dr.Bernard Winchester, Jr. the eldest of three children, was born in Washington, D.C. to proud parents the late Bernard Winchester, Sr. and Mary Elizabeth Winchester (now Mary E.Phillips) on December 31, 1960. Under the guidance of the Holy Spirit, his God-fearing grandparents, Michael and Mary Boulware, reared him in Rock Hill, S.C.
Having received Christ as his personal Savior at the early age of nine, he was baptized at the Ebenezer Baptist Church in Rock Hill, under the late Rev. John C. Honor. His early religious training started at Ebenezer, where he was a member of the Usher Board, Youth Choir, Vacation Bible School and Sunday School.
Upon returning to the Washington metropolitan area, he continued his training at the Harvey Memorial Baptist Church under the late Rev. R. Pervis (Fireball) McKinney and at the First Baptist Church of Marshall Heights, where the current Pastor is Dr. Lehman D. Bates. It was under these leaderships that he received his call into the ministry and was licensed to preach the Gospel in Jan. 1987. He received his Certificate of Ordination in June 1993 under the pastoral leadship of Dr. L.D. Bates.
Dr. Winchester's studies at the University of Maryland, Columbia Union College, Washington Bible College, the National Christian Counselors Association and Tri- County Bible College and Seminary culminated in the degrees of B.S. in Organization Management, B.A. in Business Administration, M.A., in Christian Counselor, Pastoral Counselor and Professional Clinic Member (Authorizing Body-National Christian Counselors Association).
He is affiliated with the Lott Carey Baptist Foreign Missions Convention, Washington, D.C., Baptist Minister's Conference, American Association of Christian Counselors, American Baptist Churches of the South, National Christian Counselors Association, African Health Foundation the New England Missionary Baptist Convention and the St. Kitts- Nevis Missions and Medical Initiative.
Dr. Winchester answered the call to Pastor the First Baptist Church of Fairmount Heights Maryland, Inc. following an election in Oct.2001. He preached his first sermon as Pastor-Elect in Jan. 2002 to an eagerly awaiting congregation. Since then, many souls have been saved by the drawing of the Holy Spirit.
The Lord has blessed Dr. Winchester with a loving wife, Janet L. Winchester, who is the daughter of a pastor, Rev.National Jones, Pastor of the Pleasant Gove Baptist Church in Hurt, Virginia. They are blessed with two sons, Jovan and Darius.
Dr. Winchester developed over the years as a Pastor's assistant, preacher and teacher of the Gospel, he demonstrates a spiritually solid foundation in the Word of God, a love for the people of God, and an enthusiasm to build the Kingdom of God, which in turn has enabled him to reach people in all walks of life. His belief is that: "Its not who you are, but whose you are."

Dr. Andre' H. Owens is the Senior Minister of the St. Phillips Baptist Church, Washington, D.C. where he has been since 1977. A native Washingtonian, Dr. Owens retired after 31 years as a teacher, counselor, Vice Principal in the D.C. Public School System. He next employment soon followed and after ten years, he recently retired as a Music Supervisor Specialist for the Prince Georges Public Schools, Maryland. He has earned degrees from Howard University and a Doctorate from the University of Maryland. Advanced graduate-level studies have been completed at American University, Trinity College, and Howard University and a Doctorate from the University School of Divinity, all in Washington, D.C.
A preacher who is in frequent demand, Dr. Owens has taught Christian Education classes throughout the nation and Southeast Asia. Among numerous positions he holds includes:
. Department Administrator for the Theology Division, National Baptist Convention, USA, Inc. where he establishes policy and procedures for the National Study of Christian Theology.
. Past President, National Baptist Congress of Christian Education Faculty, an Auxiliary of the National Baptist Convention, USA, Inc. with more than 580 members.
. Board Member, National Baptist Congress of Christian Education, NBC, USA, Inc.
. Former General Secretary, National Baptist State Convention
. Past, Chaplain, D.C. Federation of Civic Associations
. Listed in "Who's Who Among Prominent African Urban Ministers"
. The first black male appointed as Orchestra Supervisor for Middle Schools in Prince George's County by the Music Educator's National Conference, 2005.
. Appointed to the first D.C. Chapter, Black Clergy HIV/AIDS Awareness Team, 2009.
